Associate Director

Declan Collier

BSc Eng CEng MIStructE

Declan attended the Dublin Institute of Technology and received his degree in Structural Engineering from Trinity College in 1986.

Following university, he worked in London for Anthony Hunt Associates as a Graduate Engineer, working on a variety of projects from theatres to pedestrian bridges, hospitals, historical building refurbishments and tension structures.

From 1990 Declan worked as a Resident Engineer on-site with Taylor Woodrow Construction, refurbishing Smithfield Market, London. The works involved strengthening the existing cast iron, wrought iron, brick jack arches, and timber of the original Victorian building while installing new steel with composite floor construction.

Declan joined Peter Brett Associates (PBA) in 1992 as a Principal Engineer, where he led a team of engineers across multiple disciplines, managing overall projects and liaising with the client and wider design teams. Projects included Battersea Arts Centre, Kingswood Ascot with Norman Foster Architects and the Novartis HQ in Frimley Business Park.

In 1999 Declan returned to Dublin. Setting up as a sole practitioner, he worked alongside local Architects on a variety of projects ranging from small, one-off houses to larger-scale hotels, refurbishments of historical buildings, and condition surveys too.

When the 2009 downturn in construction occurred, an opportunity arose to work in the Channel Islands as a Resident Engineer. Declan spent 3 years in St Helier working on high-rise residential buildings with double storey basements with Dandara.

In 2012 Declan re-joining PBA in London, working on the £250m Centre Parcs development in Woburn, Oxford University research buildings and also as an assistant expert witness, writing reports, research and inspecting in-situ testing on site.

In 2019, Declan returned to Ireland again, joining EirEng Consulting Engineers as a Senior Engineer and quickly being promoted to Associate Director in 2021. He works across a broad set of projects in terms of both scale and scope, including high rise residential developments and a range of industrial projects. Declan also provides niche services to prefabricated modular building contractors and expert witness services that draw on an extensive and varied career to date.
